Without an owner, a plan is a wish list. Without a stated impact, no one knows which step is worth the debate.

Without a date, a step enters the queue behind work that already has a date. Measured effort prevents costly work from delaying cheaper work in the same week. The conservative scenario restores 1.4 margin points in three weeks and misses the target. The likely scenario restores 2.8 points in four weeks and closes above target. Removing the price adjustment does not invalidate the plan: it recalculates what remains and shows how much of the result was lost with it.
